These are used for hosting source engine servers; I want to be able to play with my friends again...
Forward these ports:

UDP: 1200 (used for friends service)
UDP: 27000 to 27015 inclusive
TCP: 27020 to 27050 inclusive
UDP: 27015 and 27020 (default HLDS, SRCDS and HLTV port)
TCP: 27015 (SRCDS Rcon port)

1411 (DCHub) TCP and UDP
1412 (DC++) TCP and UDP
1413 (DC++ TLS) TCP
8118 (Vidalia) TCP
41 (FTP) TCP
23 (Other FTP Protocol) TCP
22 (SSH) TCP
80 (WEB) TCP
443 (HTTPS) TCP
990 (Other FTP Protocol) TCP
4899 (rAdmin) TCP
8000 (Winamp Shoutcast) TCP
8001 (Winamp Shoutcast Source) TCP
8119 (DC++ TLS Proxy) TCP
3389 (Ubuntu Remote SSH) TCP

And please tell me how to use vpn with soft like no-ip, what's the ip to enter, and port...

Why are all these ports blocked at all?  The purpose of a VPN proxy is so that you can avoid port blocking not be subjected to it.  It doesn't appear that anyone is even handling these requests any longer, is that the case or is someone processing the requests and just not replying?
